The Management Training and Development Centre (MTDC) complex at OIL’s Field Headquarters, Duliajan, houses the HR Learning Department. The Department was established as the Training & Development Department in 1984, following approval at the 225th Board Meeting of the Company held in August 1984.

The Department was established with the objective of enhancing the skills, competencies, knowledge and attitudes of employees, enabling them to contribute effectively towards the achievement of the Company’s organisational goals. Over the years, its role evolved from basic training and skill upgradation to facilitating continuous learning and development of OIL’s human resources. Reflecting this transformation, the Department was re-christened as the Learning and Development Department on 10 April 2013.

Subsequently, following the restructuring of Human Resources into five distinct HR verticals, the Learning & Development Department became the HR Learning Department on 1 June 2021.

The HR Learning Department continues to strengthen OIL’s learning and development ecosystem through continuous adaptation to changing business requirements and the evolving global environment. Its learning initiatives remain aligned with the Company’s Vision and Values, reflecting OIL’s commitment to legacy, integrity, sustainability, knowledge and excellence.

The HR Learning Department manages five specialised institutes/centres, catering to the diverse learning, developmental and statutory training requirements of the Company. In addition to its institutional training activities, the HR Learning Department also facilitates Apprentices Training and the Prime Minister’s Internship Scheme (PMIS), providing structured learning and industry exposure opportunities to apprentices and interns.

• Management Training and Development Centre (MTDC) The Management Training and Development Centre (MTDC) caters to the learning and development needs of the executives of the Company through various managerial, behavioural, functional and developmental programmes.

  

• Employees Training and Development Centre (ETDC) The Employees Training and Development Centre (ETDC) caters to the learning and development needs of the workpersons of the Company, supporting continuous skill enhancement and capability development.

  

• Group Vocational Training Centre (GVTC): The Group Vocational Training Centre (GVTC) is a DGMS-recognised statutory training centre catering to the statutory training requirements of workpersons and contractual workers in accordance with the requirements of DGMS, OISD and other applicable regulatory bodies.

• Institute of Well Control Technology (IWCT)The Institute of Well Control Technology (IWCT) has been affiliated with the International Well Control Forum (IWCF) since 21 June 2012. It serves as a primary centre for conducting Well Intervention Pressure Control and Drilling Well Control courses and caters to mandatory training and certification requirements relating to rotary drilling and well control in accordance with IWCF standards.

  

• OIL First-Aid Training Centre The OIL First-Aid Training Centre is the latest addition to OIL’s learning infrastructure. The Centre has been approved by DGMS-cum-Chief Inspector of Mines, vide Approval No. DGMS/OH(HQ)/First Aid/01/2024/01/05 dated 15 February 2024, to impart First-Aid training and issue the corresponding certificates. It is the second centre/institute in the entire Northeast, after St. John Ambulance, to be recognised by DGMS for First-Aid Training.
