TECHNICAL |

1.1
|
|
The bidder must
have a minimum of 1(One) year continuous experience of providing
man-management services for operation of drilling/work over
rigs to OIL/ONGC either through man-management contract
or charter hire contract during last 5(Five) years ending
31.03.2005. |
|
1.2
|
|
Bidder must have
experience of handling at least one project, in any oil
field services, of minimum Rs.50.00 Lakhs in the last 5(Five)
years. |
|
1.3
|
|
The bidder must
have their own P.F. Code No. Documentary evidence of possession
of the same from the appropriate Govt. Authority is to be
submitted along with the bid. Otherwise the bids will be
rejected. |
|
1.4
|
|
The bidder must
confirm the following in their bid.
- To provide experience and qualified personnel as per
clause mentioned elsewhere in this tender.
- To provide full service as laid down in Section-V
|
1.5
|
|
The bidder has
to categorically accept all the clauses under section-III |
1.6
|
|
Bidder should highlight
in their technical bid separately the list of where they
have not agreed in to indicating the nature of deviation. |
|
| The bidder must provide the following : |
|
i)
|
The qalification and work experiences of key
personnel to be deployed by the bidder must be in accordance
with the requirement as per clause 2.0 (section I) .The
complete bio data of the key personnel to this effect must
be submitted for OIL's approval and clearance at the time
of deployment. |
|
| PART B: COMMERCIAL |
|
2.1
|
|
The bids are to
be submitted in a single stage 2(Two) bid system ie Technical
bid (un priced) and Commercial bid (priced) in separate
sealed envelopes submitted together. Both the bids should
be identical except that only the Commercial bid should
contain the quoted prices. Technical bid must not contain
the prices. |
|
2.2
|
|
Price quoted by
the successful bidder must remain firm during the performance
and not subject to variation on any account. A bid submitted
with an adjustable price will be treated as non-responsive
and rejected. |
|
2.3
|
|
Bid security shall
be furnished as a part of technical bid. The amount of bid
security should be as specified in the 'Forwarding Letter'.
Bid not accompanied by a proper bid security will be rejected.
|
|
2.4
|
|
Bid received after
bid closing date and time will be rejected. |
|
2.5
|
|
The bid documents
are not transferable. Bids made by parties who have not
purchased the bid documents from the company will be rejected. |
|
2.6
|
|
Bid received in
the form of Telex / Cable / Fax / E. mail will not be accepted. |
|
2.7
|
|
Bid shall be typed
or written in indelible ink. The original bid shall be signed
by the bidder or his authorised representative on all pages
failing which the bid may be rejected. |
|
2.8
|
|
Bid shall contain
no interlineation, creasures or overwriting except as necessary
to correct errors made by bidder, in which case such corrections
shall be initialled by the person9s) signing the bid. However,
white fluid should not be used for making corrections. Any
bid not meeting this requirement may be rejected. |
|
2.9
|
|
Bid containing
false statement will be rejected. Bidder must quote clearly
and strictly in accordance with the price schedule (Section
VI) of bidding document, otherwise the bid will be summarily
rejected. |
|
2.10
|
|
Bidder must accept
and comply with the following clauses as given in the Bidding
Document in tot, failing which offer will be rejected.
- Performance Guarantee Bond clause.
- Force Majeure Clause
- Tax liabilities Clause
- Arbitration clause
- Acceptance of Jurisdiction and Applicable Law.
- Liquidated damage cum penalty clause.
- Validity of the bid
- Mobilisation time

2.11
|
|
The company also
reserves the right to cancel / withdraw the Tender without
assigning any reasons to the bidders. The bidder must confirm
their acceptance to this clause in their respective bids |
|

GENERAL |
|
3.1
|
|
In case bidder
takes exception to any clause of tender document not covered
under BEC / BRC, then the company has the discretion to
load or reject the offer on account of such exception if
the bidder does not withdraw / modify the deviation when
/ as advised by company. The loading so done by the company
will be final and binding on the bidders. |
|
3.2
|
|
To ascertain the
substantial responsiveness of the bid, the Company reserves
the right to ask the bidder for clarification in respect
of clauses covered under Bid Evaluation Criteria and such
clarification fulfilling the Bid Evaluation Criteria clauses
in toto must be received on or before the opening of the
price bid when asked otherwise the offer will summarily
rejected. No clarification will however be asked from bidders
who have not submitted the Bid Bond with the un-priced bid
and such offers will be rejected straightway. |

3.3
|
|
A bid determined
as not substantially responsive will be rejected by the
company and may not subsequently be made responsive by the
bidder by correction of the non-conformity.
|
|
3.4
|
|
Bid received after
bid closing date and time will be rejected. |
|
3.5
|
|
In case, any of
the clauses in the BRC contradict with other clauses of
bidding Documents any where, then the clauses in the BRC
shall prevail. |
