3.0 OIL reserves the right to refuse issue of tender documents, even on payment, to such parties about whose competence, OIL is not satisfied. Company's decision in this regard shall be final.

4.0 OIL reserves the right to reject any/all bids and cancel these tenders without assigning any reason whatsoever.
